Andrew Burns joins IMPOWER as advisor

Andrew Burns, Associate Director at CIPFA, and former President of CIPFA and the Society of County Treasurers, has joined IMPOWER as an Advisor.

Welcoming the appointment, Ebony Hughes, Director, said:

His distinguished career stretches from working in financial leadership roles with four different councils, to CIPFA President. This appointment underlines our commitment to delivering better outcomes across the nation’s public services.”

I’m looking forward to bringing a Director of Resources perspective to IMPOWER’s work on wider organisational transformation and complex systems of public services, to help deliver better outcomes for citizens, better use of public funds and improved organisational resilience.”

About Andrew Burns, FCPFA MBA

Andrew Burns is an Associate Director and Fellow at CIPFA where his role is to further develop strong links between CIPFA and the local government sector, building trust to improve public financial management and governance.

He was CIPFA President in 2017/18, serving an Institute with over 14,000 members worldwide who work throughout public services, in national audit agencies, in major accountancy firms and in other bodies where public money needs to be effectively and efficiently managed.

Andrew spent 12 years as Director of Finance and Resources for Staffordshire County Council, and was Treasurer of the Staffordshire Pension Fund. He is a former President of the Society of County Treasurers.

He is also currently a trustee of the Centre for Governance and Scrutiny (CfGS), the leading national organisation promoting and supporting excellence in governance and scrutiny across public services, and a Non-Executive Director at the Housing Plus Group, a Charitable Community Benefit Society providing homes and care services across Shropshire and Staffordshire.

Andrew has an MBA from Aston Business School.

He lives in Sutton Coldfield with his wife and two teenage sons.
