Business Development Manager

We are looking for a commercially-focused self-starter with great organisational and powerful writing skills to help iMPOWER be the biggest and most respected management consultancy working exclusively to improve local public services. You will have experience of identifying tenders and qualifying procurement opportunities within UK government frameworks, with a track record of writing and quality-controlling bids and then managing framework contracts.

You will use our Project Financial and Risk Calculator to assess the viability of tenders. When contracts are drafted, you will review and then negotiate with client legal teams. You will work with the team to create a compelling narrative about iMPOWER’s differentiators. An ability to write with impact is a must.

Responsibilities

Bid management

  • Work with a nominated Bid Leader to create and manage effective proposal strategies.
  • Ensure our EDGEWORK philosophy is reflected in every bid.
  • Take a lead writing role in some bids.
  • Research, author and curate standard information, making it easily searchable and accessible.
  • Support Bid Teams to identify useful bid text submitted in previous proposals.
  • Submit appropriate clarification questions and monitor and share published clarification responses.
  • Work with Bid Teams to create, review and edit bid documents/presentations to meet specified evaluation criteria.
  • Upload and submit bid documentation via tender portals and monitor portals for tender outcomes, chasing if required.
  • Keep track of work won under procurement frameworks and collate and submit accurate and timely management information as required.
  • Identify and qualify suitable tenders (through scanning of tender notifications, working with partner organisations and qualifying direct approaches) and raise these with the Director Team; facilitate discussion and agreement regarding the bid decision.
  • Seek and share feedback from clients regarding both successful and unsuccessful bids.
  • Ensure lessons are learned between proposals and communicated across iMPOWER, carrying out detailed analysis to ensure the correct opportunities are progressed to maximise win rate and return on investment.
  • Support the development and continuous improvement of iMPOWER’s bid process.
  • Ensure there is development and delivery of training sessions and workshops on the tender process and best practice.
  • Track, monitor and forecast spend per framework to support business planning.

Contracting support

  • Speak directly to client procurement teams (when directed to do so) regarding possible procurement routes.
  • Provide written information regarding the procurement frameworks to support the sale of work.
  • Support clients to complete framework documentation.
  • Review Project Financial and Risk Calculators (PFRCs) for proposed projects to ensure the commerciality and profitability of projects and to minimise risk. Provide feedback and recommendations to PFRC owners and escalate to Chief Executive Officer where sign off processes necessitate.
  • Review proposed contracts for work.
  • Ensure contracts are signed and returned and chase clients for signed contracts when necessary.
  • Write and deliver training on commercial contracts and proposal writing.

Wider business development

  • Authoring and curating template business development collateral (e.g. list of recent clients, introduction to iMPOWER slide pack, standard intro paragraph).
  • Supporting Directors with sales campaigns as required (for example maintaining and updating a target list and updating, managing mailshots, providing text and materials).

 

Required skills and experience – Essential (E) and Desirable (D)

  • Experience of business development, including using public sector procurement frameworks. (E)
  • Excellent written and grammar skills; including the ability to proof, edit and critique material written by others. (E)
  • Proposal writing in a public-sector setting. (E)
  • Strong writing skills. (E)
  • Experience of providing quality assurance on written materials, including proposals, presentations, etc. (E)
  • Experience of collecting, analysing and reporting quantitative and qualitative management information. (E)
  • Experience of successfully managing and challenging internal stakeholders to ensure correct and accurate information. (E)
  • Able to “manage upwards”; working closely with senior managers to extract and collate information and challenge where appropriate. (E)
  • Experience of facilitating meetings and workshops. (E)
  • Experience of working within a fast-paced, multi-stakeholder environment. (E)
  • Advanced Excel and PowerPoint. (E)
  • Experience of qualifying tenders, completing pre-qualifying questionnaires and completing large scale competitive tender processes. (D)
  • Experience of contributing towards corporate sales and marketing strategies. (D)
  • Experience of business development within a management consultancy environment. (D)
  • Experience of the local government consultancy market, in either a managerial or delivery capacity. (D)

 

Hours: Full time, 9:00am – 6:00pm, office based

 

Salary: £45,000 – £50,000 (plus bonus) depending on experience.
