Margaret Willcox has managed the strategic and operational challenges of her role in the sector and in Gloucestershire with commitment, passion and an ever-present smile.

As ADASS President, she always represents the sector with unwavering honesty, no matter how challenging the debate with central government and health. She has continued Harold Bodmer’s legacy with sensitivity and integrity, and has brought ADASS even greater political clout. All this, and a top-notch public speaker to boot – her session at NCASc earlier this year elicited literally thousands of tweets.

In her own council, she has also led a complex programme of demand management transformation – showing courage and tenacity in the process.
