It’s out! Our latest list of the best performing councils for High Needs has been published by The MJ.

The list measures council performance within high needs funding, focusing on pupils with special educational needs and disabilities (SEND), pupils in alternative provision, and pupils who have been excluded.

For each upper tier council in England, our analysis seeks to answer the question ‘what are the outcomes achieved per pound spent on High Needs?’. It does this by looking at a broad range of outcome measures, and at spending, to approximate the complex systems being run by local authorities.

Our aim in undertaking this analysis is unchanged – we want to encourage a discussion about defining and measuring what ‘good’ looks like, and inspire councils to learn from each other.
