iMPOWER is the market leader in helping councils personalise services. The greatest pace of change at the moment is in Adult Social Care through the momentum given by the Putting People First/transforming social care programme, which requires all councils with social services responsibility to transform services by April 2011. As the Department of Health's "Transforming Social Care" circular states "Personalisation is about whole system change, not about change at the margins" - this is not a box ticking exercise, but a call to deliver significant change. Department of Health (DH) has not prescribed specific indicators but has left it up to councils to deliver this major change. This will require an investment of time in planning and visioning at the local level.

Although individual budgets are an important part, this transformation needs to include a range of elements that can be summarised under four principles - increasing citizen choice and control, providing a consistent and improved access to universal services, a greater emphasis on prevention and early intervention and maximising effective use of social capital.

Since summer 2007 iMPOWER has been supporting DH to work directly with councils to develop and rollout practical tools for local authorities planning for transformation through the personalisation toolkit

iMPOWER is working with Department for Work and Pensions on the Welfare Reform Bill which will include a Right to Control for disabled people, arguably the most important piece of legislation planned to support the personalisation agenda

Department for Children Schools and Families has commissioned iMPOWER to work on the scheme to pilot individual budgets, the cross-over between children and adults social care is an important part of the jigsaw
