As the Transforming Social Care Department of Health circular states "Personalisation is about whole system change, not about change at the margins" - this is not a box ticking exercise, but a call to deliver significant change. Department of Health (DH) have not prescribed specific indicators but have left it up to you to deliver this major change. This will require an investment of time in planning and visioning at the local level.

DH make it clear that offering a personal budget is a central part of this change. [By 2011] "Everyone eligible for statutory support, should have a personal budget, a clear and transparent allocation of resources".

iMPOWER is currently working with DH and the Care Services Improvement Partnership to develop practical tools for local authorities planning for transformation based around individual or personal budgets.

On top of this we are currently supporting a wide range of councils plan for and deliver personal budget centred transformation, including:

Warwickshire County Council
Wrexham County Borough Council
Barnsley Metropolitan Borough Council
London Borough of Newham
Lincolnshire County Council
