With some design and a fair bit of accident, councils are starting to develop ways of organising public services and community focus that are modular and incremental in nature, rathat than undergo the risk and pain of internal transformation.  There isn't just a single switch to flick - and councils seem to realise this.

The backdrop in late 2010, as councils brace for 2011-12, is unprecedented activity in social care divestment and private sector partnering, ostensibly to save money but also because local leaders crave the flexibility, energy, investment and diffusion of responsibility these new models provide.  One such model is social enterprise.
