Joseph Silva, manager

image Joseph brings 10 years of experience working with over 20 local authorities in the UK and the Philippines.  He specialises in the areas of efficiency and transformation, and also brings strong project management skills and experience.  Joseph joined iMPOWER in 2004 and has been engaged on a variety of projects such as the development of a mobile working implementation plan, a Lean service design approach, and a CRM business case, among others.  Specific projects that Joseph has delivered include:

Developing the CRM implementation plan of Leicestershire County Council
Developing South Gloucestershire Council’s Smarter Working Programme
Creating Dorset County Council’s service design approach
Project managing the contact centre implementation at Worthing Borough Council
Developing a Target Operating Model for the London Borough of Newham

Prior to joining iMPOWER, Joseph worked on a wide range of development initiatives in the Philippines and the USA including project managing a $60M World Bank project. In the Philippines, he headed up a non-profit organisation focused on improving education in the most marginalised public schools, and also worked for an organisation which focused on alleviating the plight of street children in one of the toughest neighbourhoods of Manila.
