Recognised as one of the top Chief Executives of his generation, Steve retired from Wigan MBC in 2005 having transformed the organisation from a poll tax-capped council when he arrived in 1990, into a top performing organisation rated as “excellent” by the Audit Commission three years running. Prior to Wigan MBC, Steve was Chief Executive of Blackburn Borough Council and held senior positions at Bolton MBC and two London Boroughs where he successfully improved performance across these organisations.
In addition to his role as non-executive director at iMPOWER Steve has a successful consulting career advising Government departments and large organisations on strategy and appointments. In addition, he coaches and mentors Chief Executives and runs Briefing Courses for newly appointed Chief Executives.
Steve was awarded the CBE in 2005 for his contribution to enhancing the performance of local government.
